Is it normal for my fan to rock back and forth as it starts to spin?

It is normal for DC voltage fans to have a start up motion, which will appear as the fan spinning in the opposite direction, before spinning normally in the intended direction. 

WAC Smart Fans also exhibit this motion due to programming to check for obstructions in the rotation path and to ensure the blades are secured properly.
